Not Binding Technical Norms

On December 27, 2002 President of the Russian Federation signed the Federal Law on Technical Regulation. The law, among other things, stipulates that starting from July 1, 2003 executive power agencies can issue only non-obligatory technical norms. Thus “Construction Norms and Regulations” (SNiP) are no longer in force all over Russia.

Binding Technical Norms

Binding technical norms in all spheres can be introduced only by technical regulations adopted by State Duma as federal laws or international treaties and in urgent cases decreed by President.

“The technical regulations, taking into account the risk degree of causing harm, shall establish the minimally necessary requirements, providing: emanation safety; biological safety; explosion safety; mechanical safety; fire safety; industrial safety; thermal safety; chemical safety; electrical safety; nuclear and radiation safety; electromagnetic compatibility regarding safety operation of devices and equipment; uniformity of measurements.”

Situation with Normative Acts

As a result we have found ourselves in the following extremely interesting situation:

  • Binding normative acts with the exception of technical regulations are no longer in force.
  • Practically any region or customer can set its own norms – provided that they do not contradict technical regulations.
  • Technical regulations of needed scope have not yet been adopted.
  • Practically any legal entity or physical body can create “own” normative acts but of a recommendatory character.

Activity of “AVOK”

In this situation the AVOK association took upon itself a heavy burden of developing a set of standards. They are of a recommendatory character.

These documents have been created on the basis of the association's own developments (leading specialists of climatic industry belong to AVOK) as well as on the basis of international standards adapted to Russian scene. AVOK standards do not contravene “Construction Norms and Regulations” (SNiPs), are in accordance with technical regulations and carry weight with climatic industry. Moreover, they provide an opportunity of work with new equipment and technologies that appeared on our market recently and could not be covered with SNiPs.

AVOK will present a number of new standards at the exhibition. You can get more information on these standards as well as on scientific seminars in the framework of the exhibition in the section “scientific program of the exhibition”.
