March 12 to 15, 2012, in Moscow traditionally is to be held the main event of HVAC & R industry: exhibition "Climate World 2012". This time it will be hosted not in one but in two pavilions of the Exhibition Complex "EXPOCENTER". At the Exhibition will be represented many new companies which did not take part at the "Climate World" before. Business program of the Exhibition is expanded significantly as compared to the previous exhibitions. Here is the detailed description of the Business program of his year.
The organizers of the Exhibition are: the Russian biggest trade association in the field of HVAC & R - Association of Professional Companies in Industry of Climate (APIC) and the Exhibition Company "Euroexpo". The Exhibition "Climate World" is not only a demonstration of the technical innovations in the industry; it is also a place to assess the results of the season, to discuss the ways to meet current challenges and to make plans for the nearest future. Now the main concerns of the industry are the phasing out of refrigerant R-22, energy efficiency of engineering systems, the possible imposition of customs duty on air conditioners, the beginning of a real work of non-commercial self-regulated organizations. And of course, there exist the "eternal" questions: "What will be the weather in the new season?" and "When will the new round of crisis begin?"
Working activity within the Business Program of "World Climate - 2012" will begin immediately after the exhibition is opened. Traditionally, top managers and leading experts of the biggest companies of the HVAC&R industry would submit their addresses and reports.
March, 12-13. The first meetings of the IV International Congress “Engineering methods to reduce energy consumption of buildings” will be held within the Exhibition Program. Organizers are ABOK Northwest and APIC.
In 2012 the Congress will reach a new level. The events of the Business Program will be held in different cities of Russia. Opening procedure of the Congress and the first meeting will be held in Moscow as a part of our Exhibition. Congress will continue its work in May in Orenburg and in September in Ekaterinburg. The final meeting of the Congress will be held as usual in St. Petersburg in November.
Congress is the most important place for interchange of experience and mutual contacts between the industry and government representatives. Results of the discussions and reports would be included into the resolution of the Congress, and later would form the basis for the regulatory and legislative activities in the field of energy saving and energy efficiency.
At the specialized sections of the Congress would take part the leading experts of the industry, who have developed dozens of the most successful projects in Russia, engineers who have implemented those projects into practice, and the state officials. They would discuss the issues of reduction of energy consumption in all spheres of industrial and urban development, the introduction of instrumental methods of accounting, control and audit of energy consumption, as well as introduction of the green methods of design and of construction.
Congress is to be opened March 12. After a plenary session, the experts will continue their work at the different sections.
Section "Special non-commercial self-regulating organizations (SRO). Market of engineering systems in terms of self-regulation" will be devoted to the issues of certification, development and updating of database of questions and answers, regulations and organization of the certification by NOSTROY. Within the work of the section the issues of updating the regulatory base (SNIP, SP, GOST, SanPIN), legislation and technical regulations for construction would be highlighted.
At the section "Energy-efficient engineering systems: design, installation, operation" will be discussed such topics as: heat-resistant properties of the protection structures; energy-saving in the process of construction and operation of buildings; new methods of construction, modernization and reconstruction of the water supply and sewerage systems; service networks for engineering systems; water management and instruments for measurement of the water consumption; technical solutions for heating, ventilation and air conditioning systems in order to save energy through the use of the modern technology; development of the complex systems of heat supply in the living facilities and of the operation and maintenance of heat and gas equipment.
The section "Complex energy audit as an effective tool for improving the energy efficiency of facilities" will be devoted to the following issues: practice of conducting energy audits, registration of energy passports, interaction with the state and municipal customers, energy service agreements and contracts, financial arrangements, foreign experience in conducting energy audits.
Finally, at the fourth section - "Energy efficiency in the organization of the adjacent territory and underground space of facilities", which becomes specially important for the gradual transition to the practice of "green" construction, will be discussed the issues of the energy-efficient landscaping, construction of parking lots, use of landscaping technology to increase the energy efficiency of installations.
It is planned that the Congress will be attended by the representatives of the State Duma of Russian Federation; the Ministry of Regional Development; Ministry of Energy; Plenipotentiary
Representative of the President of the Russian Federation in Northwest Federal District; Representative the St. Petersburg Government; representatives of the National Association of SRO engaged in the energy audit; the National Federation of Builders (NOSTROY); the National Association of Designers (NOP ) and also the leading specialists of the design and construction companies; power sales companies; accounting and control equipment supply companies; energy consumers; regional Centers for Standardization, Metrology and Testing; regional Technical Control organizations; design, installation and service organizations; research centers; representatives of the housing sector – managing companies, homeowners associations, housing cooperatives, non-commercial self-regulated organizations, biggest manufacturing companies of the industry.
At the plenary meeting of the chairmen of the sections will submit for approval by the Congress the energy-efficient solutions in the residential and civil engineering which the specialized sections recommend to include in the Second Edition of "Catalogue of the conceptual and technical solutions to improve energy efficiency and environmental performance of residential construction and civil engineering" in 2012.
The climate issues of the Business Program will be presented by the Association of Professional Companies in Industry of Climate (APIC). At the specialized section of APIC participants and visitors will be able to know the current situation and prospects of the HVAC&R industry. The Executive Director of APIC Dmitry Kuzin will report about the topical issues of the industry and common interests of the players of the market. The General Director of the agency "Litvinchuk Marketing" Georgy Litvinchuk will traditionally make an overview of the HVAC&R market and its prospects for the coming season. The General Director of the law firm "Content - Pravo" Tatiana Shevchenko will speak about the legal aspects of the climate market. At the section some fragments of the new courses of the Training and Consulting Center of APIC will also be presented.
As it was mentioned above, the program of the 4th International Congress "Energy Efficiency. XXI century. Engineering methods to reduce energy consumption of buildings" would be included the section of self-regulation in the construction industry. There would be presented not only the reports of experts, but also the reports of the representatives of the major non-commercial self-regulated organizations (SRO) of the industry "ISZS-Montazh" and "ISZS-Proyect". The top managers of these SROs, established APIC and ABOK, will tell about their activities in 2011 and plans for 2012.
The General Director of the SRO “ISZS-Montazh" Felix Tokarev will present the standards developed by the SRO and approved by NOSTROY, and thus become practically mandatory for all companies whose SRO are included into the National Association of Builders. In contrast to the SNIP being developed by the central institutes of the industry, the SRO standards were created with the direct participation of those who later work with these standards, that is, the representatives of the leading companies of the HVAC&R.industry. The representatives of the SROs will tell about the innovations in their activity, in particular, about the procedure for obtaining allowances for work on high-risk and technically complex capital construction, as well as on the sites related to the "peaceful atom". According to the tradition, all members of the SRO "ISZS-Montazh" (there are now more than five hundred members) will hold a regular general meeting of the organization, which will be held March 13, 2012, on the second day of the Exhibition.
On the third day of the exhibition, March 14, 2012, will be held a conference of UNIDO in Russia. There will be presented the reports by leading experts responsible for the phasing out of HCFCs, including the popular refrigerant R-22. Not much time remains until 2015, when Russia should get rid of nearly 600 tons of ODP, and therefore top managers and specialists of the companies need to understand the rules that will regulate the refrigerant circulation in the coming years. Experts of the Project of UNIDO / GEF / Ministry of Natural Resources will report on the work done in 2011. And this work was great. In particular, the European experience in the regulation of ozone-depleting and greenhouse gases has been thoroughly studied, the mechanisms and rules regulating the circulation of these substances in our country have been developed on the basis of this experience. At the Conference of UNIDO will for the first time take part the representatives of agencies, which will be responsible for monitoring the circulation of refrigerants: Ministry of Natural Resources, Ministry of Internal Affairs and the Federal Customs Service. It is on their activity depends largely the regular functioning of HVAC companies, and thus there is no reason ignoring the reports of representatives of these agencies: the possibility to listen to them and to put questions directly is not an everyday thing.
However, we need to understand that regulations and punitive measures themselves have a little use. Needs a Strong institutional support of the phasing out and replacement of refrigerants is needed, and besides, the problem of insufficient qualification of personnel and installers becomes the issue of the first importance for the implementation of the transition to natural refrigerants.
The industry also needs creating a system of recycling of obsolete equipment and ozone-depleting refrigerants. By the time of the Conference of UNIDO at the Exhibition "Climate World- 2012" there very likely will be new legal documents on the subject in our country. Thus, their main terms and conditions would be discussed at the Conference. The detailed conclusions about the extent of the problem and the ways to solve it will be presented.
Of course, the replacement of refrigerants requires a safe and effective alternative. Which refrigerants and in what form are to be used after the "era of HCFCs"? Are the fluoride gases so dangerous, what gases are the least dangerous, and where they can be used? What about the harm of "natural refrigerants", what progress has been made in this regard, in particular, has a semi-hermetic compressor for ammonia been developed? All these issues will be highlighted by the experts of research organizations, independent experts and representatives of the largest manufacturers of refrigerants.
On the third day of the exhibition there also will be presented the reports of producers and distributors of HVAC&R equipment. They will tell about their new products, about the benefits and features of the new equipment, about the basic principles of equipment selection and about the rules of interaction of customers with the manufacturers or distributors. This section will be particularly useful for the top managers of HVAC&R companies and their employees, who wish to obtain the "first hand" information on the latest developments in HVAC&R equipment. This is especially important due to the tendency of gradual transition to ozone-friendly refrigerants and improved energy efficiency of engineering systems of buildings and other constructions. No one would argue with the fact that it is useful to know with what should work tomorrow.
The closer the Exhibition is, the less time you have left to select the most interesting events. The business program is very rich, and it’s almost impossible to attend all the events. At the same time, the physical presence is not necessary for the participation because of the direct Internet broadcasting of reports.
